The dog in the manger

 "The Dog in the Manger" is a fable attributed to the ancient Greek storyteller Aesop. The story goes that a dog was lying in a manger filled with hay. When an ox came by to eat the hay, the dog growled and barked at him, preventing the ox from eating. The ox pleaded with the dog, asking why he was not allowing him to eat. The dog replied that he neither ate the hay himself nor let others eat it. The ox then concluded that the dog was foolishly keeping others from enjoying what he himself did not want.
